A HISTORY OF SURVEILLANCE

The origins of spying are long and complex. Technology has been used hand-in-hand with spying and military intelligence as long as warfare has been conducted, with references to it appearing in Sun Tzu’s Art of War; in ancient Egypt, Rome, and Greece; in feudal Japan; and more. The earliest real-world application of Galileo’s telescope, for example, was its use as a spyglass to keep track of incoming ships to the city of Venice (Ferris, 1989). Since its expense was so prohibitive, and astronomy had very little relevance to daily life, one way to ensure that telescopes could be available for their intended purpose was through exploiting the real-world concern and demand for “security.” That urge to find things out about our neighbors, to keep tabs on them in case they try something nefarious, may be hardwired, related to personal and group safety as well as to securing an advantage over enemies or rivals.

What concerns us most now, however, is not the long and tortuous history of spying, but instead the construction of the modern surveillance state, equipped with information and telecommunications technology. What we want to examine in particular is how the surveillance state in its recent history has come to adopt digital information technologies to spur its growth.
